Smaller streams will be the first to fish but most small streams will have spawning salmon in them, which anglers should avoid.Following the flood, the Cowlitz should be a great option for early run winter steelhead and winter steelhead have also entered the hatchery facility on the Kalama River. Anglers are anxious for the upcoming winter steelhead season.Winter steelhead will be most prevalent on the Cowlitz River, where Thanksgiving is a predictable indicator on how the season will progress. Good numbers of larger-than-average fish should be available to both bank and boat anglers.Klickitat River anglers are still finding some coho but like other areas, fish are beginning to turn dark. The chinook are dark and so are many of the coho. Steelhead action is fair around the trout hatchery with better numbers likely to show later this month.The Kalama has some coho and steelhead with the best catches coming from boat anglers. The mouths of the Kalama, Lewis and Cowlitz is still producing an occasional bright coho.The Klickitat continues to entertain casters seeking coho and the action will likely hold up through the end of the month. A higher percentage of fish are likely to be dark as the weeks progress.WDF&amp;W will open up a 2-day season at Long Beach, Twin Harbors and Mocrocks on November 11th and 12th. Cooler temperatures are drawing in a mixed bag of chinook, coho and steelhead. This will be a coveted hot-spot over the next several weeks as migrating chinook enjoy a cool reprieve from the warm waters of the mainstem. Good numbers of summer runs have been handled at the Cowlitz Salmon Hatchery Separator. Early morning anglers will produce the best results.&lt;br /&gt;&lt;br /&gt;The Kalama and North Fork remain very slow.&lt;br /&gt;&lt;br /&gt;WDF&amp;W is reporting the likelihood of record numbers of summer steelhead handled in the month of July. Plunkers are tipping their offerings with striped coon shrimp. &lt;br /&gt;&lt;br /&gt;All district systems are down in summer steelhead adults showing up at the hatchery facilities with the Washougal the one exception. Catch rates downriver indicate low numbers still to come but jack counts seem very strong in creel census data however. An occasional steelhead is showing up for bank anglers between Portland and Longview.&lt;br /&gt;&lt;br /&gt;Beginning Friday, fishery managers will extend the deadline from Beacon Rock to Bonneville Dam in a decision on Wednesday. This section of river hasn’t been open for years, indicating the level of confidence that fishery managers have that catch rates will remain low enough not to jeopardize impact rates or catch sharing agreements. Fishing will remain challenging in the high flows and use extra caution when anchoring in this area.&lt;br /&gt;&lt;br /&gt;A few sturgeon, including oversize, are starting to show in the below Marker 82 fishery. Shad, the primary bait for oversize anglers are starting to trickle over Bonneville Dam so bait collection isn’t easy. The oversize fishery should peak in the coming weeks but effort has faded over the years.&lt;br /&gt;&lt;br /&gt;Over 14,000 spring chinook have been counted at Willamette Falls along with roughly 5,500 summer steelhead. Water color and temperature are good in the lower river although high spring flows have fish off the bite. Chinook are being taken daily in the Oregon City area but results aren’t consistent day to day. With the high flows we’re experiencing this year and the fact that only a fraction of the adult salmon have migrated over the falls, fishing should remain good in Oregon City, especially when flows begin to subside.&lt;br /&gt;&lt;br /&gt;Expect higher-than normal flows on the McKenzie but trout and steelhead are available to those willing to adapt.&lt;br /&gt;&lt;br /&gt;South Santiam plunkers have taken a few spring chinook in high water conditions. Action should build as Willamette Falls passage increases.&lt;br /&gt;&lt;br /&gt;Springers are in the lower Clackamas but so are the sea lions. Summer steelhead are scattered.&lt;br /&gt;&lt;br /&gt;A few summer steelhead have been taken on the Sandy with the color remaining good. Springer fishing is slow.&lt;br /&gt;  &lt;br /&gt;Northwest – Spring chinook have shown in strong numbers on Tillamook Bay. It’s clearly going to be a good run as Tillamook chinook often mimics the Willamette run. Avid angler Pat Vining of Bay City hooked 18 fish in the last 6 days, landing 13 fish for take-home. Spinners and plugs took the bulk of upper bay fish this week.&lt;br /&gt;&lt;br /&gt;Upcoming tides dictate lower bay fishing, using herring along the jetty. The soft tides keep adults from migrating into the upper reaches of Tillamook Bay. Bar crossings would be friendly but ocean forecasts are calling for significant wind chop, likely keeping the offshore fleet inshore. &lt;br /&gt;&lt;br /&gt;Halibut fishing would likely be productive but the weather forecast makes it appear as if it wouldn’t be fun. To boot, the grade of fish this season has been on the small side. There will be other opportunity into June.&lt;br /&gt;&lt;br /&gt;Bay crabbing remains challenging but an overnight soak if the ocean comes down should produce a few quality crab.&lt;br /&gt;&lt;br /&gt;Rivers remain low but are forecast to rise this week with the shower activity predicted. Spring chinook and summer steelhead should make their way into the Trask and Wilson Rivers. The Nestucca and Three Rivers should also see a fair bump of salmon this week.&lt;br /&gt;&lt;br /&gt;Southwest – All-depth halibut will be open Thursday through Saturday, May 26 through 28 with the next three-day opener starting on June 2nd.&lt;br /&gt;&lt;br /&gt;Rough offshore conditions have prevented effort for ocean crab for much of the spring season. Ocean forecasts for the Memorial Day weekend look discouraging.&lt;br /&gt;&lt;br /&gt;Crabbing has been fair in Winchester Bay but will slow with the next freshet. Bay chinook fishing is slow. Flows are high but improving on the mainstem Umpqua although another rise is predicted by the weekend. Shad fishing will be good when the water level drops.&lt;br /&gt;&lt;br /&gt;Tidewater Coquille anglers are making fair to good catches of striped bass early and late in the day.&lt;br /&gt;&lt;br /&gt;Boats launching out of Gold Beach have experienced fair but steady catches of bottom fish and ling cod. &lt;br /&gt;&lt;br /&gt;Ocean chinook fishing has been worthwhile but spotty. Lower Rogue springer fishing has been slow with only a few taken daily. Results are slow to spotty for chinook on the middle river. All the action is on the upper Rogue and is likely to remain so. Flows are predicted to be higher and cooler through summer this year, which will require a change of tactics for anglers on the Rogue.&lt;br /&gt;&lt;br /&gt;Ocean salmon fishing has been producing fair catches out of the Port of Brookings where the season opened over the past weekend.&lt;br /&gt;&lt;br /&gt;Diamond Lake anglers have been able to get out by launching at the north ramp and slogging through slushy snow. Fish are biting light but catches have been fair to good.&lt;br /&gt;&lt;br /&gt;Eastern – Salmonflies are hatching on the lower Deschutes below Mecca where the water is high but the color is good. With Golden Stones and Salmonflies hatching in the middle Deschutes, fly fishing has been good.&lt;br /&gt;&lt;br /&gt;Crane Prairie has been producing large trout to fly anglers using leach patterns in the Rock Creek area.&lt;br /&gt;&lt;br /&gt;Davis Lake has slowed for bass fishing although trout catches are good.&lt;br /&gt;&lt;br /&gt;SW Washington – The Cowlitz remains the bright spot in the district with spring chinook and an occasional steelhead being taken in the upper reaches. Like the mainstem Columbia, jacks counts remain high indicating better years ahead.&lt;br /&gt;&lt;br /&gt;The Kalama and Lewis are not drawing a lot of interest from anglers. Hatchery returns have been much lower than expected but with high flows, the run may be late, such is the case on the Columbia. Summer steelhead should begin to make a stronger showing.&lt;br /&gt;&lt;br /&gt;Drano Lake and Wind River fisheries are waning, with the adult salmon counts at Bonneville Dam. Fishing in the upper reaches has been good for bank anglers.&lt;br /&gt;&lt;br /&gt;Numerous regulation changes happen in this district in early June. Chinook fishing should improve in the next few weeks although a banner run is not in the forecast. Jack catches are impressive for this early in the run.&lt;br /&gt;&lt;br /&gt;The Kalama and Lewis Rivers have spring chinook and summer steelhead available. Both should be fair options this week with dropping flows.&lt;br /&gt;&lt;br /&gt;Drano Lake and Wind River posted predictably good catches this week. This good action should continue as Bonneville Dam counts keep climbing. However, the Cowlitz does have a mix of spring chinook and steelhead right now. Summer steelhead are starting to show.&lt;br /&gt;&lt;br /&gt;The Kalama has a mix of early summer run steelhead, late broodstock and wild winter fish with only a rare chinook showing.&lt;br /&gt;&lt;br /&gt;The Washougal has summer run fish but will peak later into June.&lt;br /&gt;&lt;br /&gt;With dam passage at an impressive season high, Drano Lake and the Wind River fisheries are well underway. Successful reports have been scarce lately but some fish are being taken in the dropping flows. The Cowlitz and Lewis are the best options.&lt;br /&gt;&lt;br /&gt;Counts at Bonneville aren’t exciting enough to stimulate the Drano Lake fishery but a few anglers are trying. Catches have been sparse. Once Bonneville begins passing closer to 1,000 fish per day, fishing should pick up.&lt;br /&gt;&lt;br /&gt;Sturgeon anglers tallied a few keepers in the Portland to Longview area which is surprising given the flows coming from upstream. The Kalama and Cowlitz Rivers are the best bets with bait producing good results for side-drifters. As flows drop, fish will become more receptive to plugs.&lt;br /&gt;&lt;br /&gt;The Cowlitz is fast becoming a great late season option for steelheaders. With the new broodstock program on-line, late March and early April should produce good catches of quality sized steelhead. Plunkers were taking fair numbers of fish in the lower reaches while Blue Creek anglers were scoring on drifted baits.&lt;br /&gt;&lt;br /&gt;Spring chinook should fall on the heels of the late winter steelhead run. Anglers reported good catches on the Kalama prior to the high water but the Cowlitz and Lewis systems may also kick in when the water clears.&lt;br /&gt;&lt;br /&gt;Spring chinook should be available when rivers clear although the peak is still several weeks away. The Willamette will cause a decline in success rates downstream but positive indicators justify an effort around I-5 and upstream.&lt;br /&gt;&lt;br /&gt;The Kalama and Cowlitz will remain some of the better options for steelhead as we enter the late season. Action should improve dramatically when flows stabilize and water temperatures rise. In the meantime, use large baits to attract biters.&lt;br /&gt;&lt;br /&gt;As expected, spring chinook opportunities are not expected to be the same as previous years. Anglers are catching a mix of chinook, coho and sea-run cutthroat trout.&lt;br /&gt;&lt;br /&gt;The Kalama and Lewis also has fish present with numbers of hatchery fish improving in recent days. Although a large portion of coho return to these systems in October, opportunity will exist on several tributaries in the coming weeks.&lt;br /&gt;&lt;br /&gt;Check local listings for recently changed fall chinook regulations. Additional protections are now in place for sensitive wild stocks of chinook.&lt;br /&gt;&lt;br /&gt;Steelhead are available on several systems but anglers will turn their focus to salmon. Drano Lake remains a strong option for steelhead even though dam counts are beginning to wane at Bonneville. The Cowlitz and Lewis Rivers are poor in the upstream areas and even the mouth of the Cowlitz is poor, even though thousands of fish per day are likely passing by. An encroaching sandbar has changed the hydro-dynamics here.&lt;br /&gt;&lt;br /&gt;The Drano Lake fishery is producing good catches of steelhead. The Cowlitz and Kalama are producing only a few spring chinook and summer steelhead while the Lewis system is only seeing an occasional steelhead. This run may have been grossly over-predicted. &lt;br /&gt;&lt;br /&gt;Thankfully, SW Washington anglers have Drano Lake and the Wind River fisheries to fall back on with good catches reported from both systems. The early bird definitely gets the better action in these fisheries. Dam passage at Bonneville more than justifies the effort but check regulations carefully as changes have occurred. &lt;br /&gt;&lt;br /&gt;The Cowlitz River is booting out good numbers of spring chinook with a few steelhead in the mix. This fishery will be peaking until the first week of May. A large number is forecast to return. Summer steelhead will be on the heels of the salmon run.&lt;br /&gt;&lt;br /&gt;The Lewis is also a good choice for springer fishermen and although the Cowlitz will have bigger numbers, effort will be lighter here. Although the spring chinook numbers are forecasted to be down, the Cowlitz and Lewis Rivers should offer up ample opportunity for SW Washington salmon in the coming weeks.&lt;br /&gt;&lt;br /&gt;Dam passage at Bonneville remains light but should improve dramatically when boat and bank anglers will get re-inspired to target the Wind River and Drano Lake fisheries. The East Fork of the Lewis is primed for late wild steelhead and the Kalama is producing some fair broodstock fish as well.&lt;br /&gt;&lt;br /&gt;The Cowlitz is now a strong late season option as hatchery production has once again shifted to a later returning stock of fish likely to peak in early April. Sidedrifters should score well on these quality fish and bank anglers will also catch a few close to the hatchery.&lt;br /&gt;&lt;br /&gt;Cowlitz River smelt were recently listed as threatened on the Federal Endangered Species list. Seagulls accompanied the seals indicating the smelt run is on its way to the Cowlitz. The first day of dipping starts on February 6th. &lt;br /&gt;&lt;br /&gt;Steelhead are available in the Cowlitz, Kalama and Lewis Rivers but action is only fair. Many Columbia tributary hatcheries are now slightly above 2008 adult returns.&lt;br /&gt;&lt;br /&gt;The Cowlitz, Kalama and Lewis Rivers should all be producing fair when water levels drop back down to fishable levels. North Fork Lewis anglers reported fair catches around the salmon hatchery.&lt;br /&gt;&lt;br /&gt;Smelt often enter the lower Columbia during periods of warmer water temperatures this time of year. Some rivers close to salmon beginning November 30th.&lt;br /&gt;&lt;br /&gt;Although it's early, steelhead returns to district hatcheries are tracking behind last year's return. The Cowlitz, Kalama, Lewis and Washougal Rivers are all fair prospects for early returning winter run fish.&lt;br /&gt;&lt;br /&gt;The Klickitat River remains an option for late returning coho although about half of the fish are being released as they are turning dark. Fall rains should stimulate returning coho numbers and improve the bite. Many fish are dark but fresh fish should be arriving soon. These systems typically get a stronger component of coho in October and early November and with the mainstem gillnet fishery targeting coho likely in jeopardy, late returning fish could flood district rivers. Catch rates are down significantly but sporadic afternoon bites are being reported on some days.&lt;br /&gt;&lt;br /&gt;On the Cowlitz, Lewis and Kalama Rivers, catch rates among anglers and return rates at local hatcheries are far below this years expectations. With large returns forecast and dam passage ramping up, catch rates have increased significantly in recent days with excellent prospects in the coming weeks. Only an occasional fish has been taken.&lt;br /&gt;&lt;br /&gt;Steelhead returns to the Kalama Falls hatchery are at a 30-year low. Few anglers are fishing but success has been low.&lt;br /&gt;&lt;br /&gt;The Lewis River remains a late season steelhead option with a few springers beginning to show. Wild fish will begin to show in better numbers on some district streams.&lt;br /&gt;&lt;br /&gt;Smelt are likely to make a show in the Cowlitz River on the Saturday sport opener. Water temperatures have finally topped 40 degrees and commercial catches in the mainstem jumped last week indicating a pilot run is en route.
